Taoyuan City Shares the Experience of Promoting Sustainable City in 2021 SDGs International Forum Symposium

 

Cheng Wen-Tsan, the Mayor of Taoyuan City arrived at Syntrend Creative Park to attend the “2021 Future SDGs” and share the managing experiences under the topic of “Warmth of City and Sustainable Governance.” Mayor Cheng expressed that there has been a growth in the population of Taoyuan City of about 210,000, with the total population being over 2,270,000 since it became a municipality. The population growth rate and birth rate are both the first among the six municipalities, and the average age of citizens is the lowest. Furthermore, in the Three Major Programs for Investing in Taiwan, the investment amount on Taoyuan City reaches NTD$242.9 billion, which is 20% of that of the entire nation. Mayor Cheng said, since he took the role of the City Mayor, he has propelled the City to march towards the four major goals: low-carbon city, green city, sustainable city, and smart city in all aspects. Not only was “Autonomous Regulations of Low-Carbon Green City Development of Taoyuan City” passed, last year (2020) the voluntary review report of Taoyuan City promoting SDGs was published in expectation of continually promote the target of policy development of the sustainable city through the collaboration of citizens, the public sectors, and businesses.

 

Mayor Cheng addressed, the City Government added 84 public and no-profit kindergartens in six years and rolled out policies including maternity pension and childcare allowance before anywhere else. The City Government also planned on building social housing for 12,000 households. 30 percent of them are reserved for underprivileged families and 70 percent of them are for the youth. The average rent falls between NTD$6,000 to 15,000. On lower floors of social housing, there are welfare facilities such as public infant care centers and daycare centers planned, hoping to diminish the gap between generations.

 

Mayor Cheng mentioned, last year 20,000 youths were seeking employment. The City Government raised the employment allowance to NTD$21,000 for the first time. Passing the examination for technician license or taking courses for youth voluntary learning credits are both supported by the pension. The average insured salary of the youth rose to NTD$30,795. The City Government also assisted in the negotiation between business and labor over the incident of mass closing of factories by businesses.

 

Mayor Cheng pointed out, Fuxing District is the hometown of aborigines in Taoyuan City. The City Government negotiated to make three booster stations to send water to Fuxing District so that residents could have water to drink. Also, ATMs, gas stations, and 10 disaster-preventing base stations were set. The quality of roads in the mountain areas was also upgraded to be that of roads in urban areas. What's more, the first experimental high school for aborigines of the six municipalities was established. This year (2021), Luo Fu Senior High School will start to recruit students in expectation of making the life of residents in this hometown more convenient with the “New Policies in Taoyuan Hometown.”

 

Mayor Cheng mentioned, the Taoyuan Citizen Card integrates six major services: transportation ticket, public service, multi-card combination, various carriers, point accumulation for activities, and discount for purchasing, providing 31 smart life services. Mayor Cheng also said that Taoyuan is the pilot city of electric scooters in Taiwan, where two-stroke scooters are being eliminated at the highest rate. Currently, there are only 33,000 of them left. The number of newly purchased electric scooters is the most in Taiwan at 76,000. In the future, there will be a promotion of an eco-logistics fleet to develop electric trucks or hybrid trucks.

 

Mayor Cheng also expressed that to build a charismatic city oasis, the City Government adopts the methodology that causes low environmental impact and built 40 special theme parks in six years. In terms of ocean preservation, there are four highlights along the coast of Taoyuan, including Xucuogang Wetland, Caota Sand Dunes Geopark, Guanxin Algal Reefs, and Xinwu Stone Weirs. The City Government formed coastal patrols, environmental protection fleets, and environmental protection diving teams in collaboration with citizens and dedicated to promoting a sustainable oceanic ecosystem. As for channel regulation, they promote control of industrial emissions. The popularity of sewage systems is expected to reach 50% in four years. 11 major rivers including Laojie Creek, Xinjie Creek, and Nankan Creek are gradually regaining their vitality and becoming great places for residents' leisure activities.
