In 2009 the Research,Development and Evaluation Commission, Executive Yuan, in joint effortwith local governments, launched a program assessing private businesses English Service Emblem to encourage international service quality. The majority of these participating businesses provide services such as shopping, hospitality, food and beverages, tourism, medical service, and transportation for foreigners. A series of guidelines is administered before certification, including a conversation training program and a focus on four aspects: facility signage, service policy, English proficiency, and website information. 
 There are Gold Class and Silver Class English Service Emblems, and assessments are preliminary and secondary. Businesses awarded Gold Class in a preliminary assessment will be assessed a second time, and only qualify as a Gold Class winner based on that result. Both Gold and Silver Classes businesses are promoted on the website of the Research, Development and Evaluation Commission.
