    The county government is committed to set up the Asia Pacific Operational Hub, enabling every manufacturer

    (3) Allow a notable increase in foreign securities firms and finance companies with few restrictions.

7. High administrative efficiency

   •Do factory registration first grade examination, put the on-counter-job into practice, and enhance
     public service. 
   •Work together with the national industry and commerce information system project to set up factory
     data display and inquiry system to raise the level of public service.
   •Starting in January 2001, an electronic document registration window has been installed for
     companies’ electronic documentation proof.
   •Carry out computerized business registration, set up business information system, install Chinese text
     recognition scan and disk information storage system, application form scanning to facilitate filing
     procedures, seal checking and other comparisons, and shorten the examination and approval
     processes. It thus enhances public service and increase administrative efficacy.   
   •Keep setting up service-oriented and public-service concepts in new government to achieve the goal
     of administrative efficiency, and expedite public service.
   •Promote the smile campaign, launch government reconstruction, carry out the simplicity process by 
     computerizing business registration, educate the public to better understand application procedures
     and related laws in the hope that the quality of service can be the best possible.
   •Replace desktop computer equipment on a broad scale to increase computer processing speed and
     efficiency, which will shorten application processing time for the public.

8. Few natural disasters

    Taoyuan County is located in northwest Taiwan, adjacent to Metropolitan Taipei. The terrain is a strip
    of mostly continuous hilly terraces in a northwest to southeast direction. With mountains at the back
    and the ocean in front, the Dahan River, starting from Shimen Reservoir and ending at the Northeast
    of Daxi, divides the County into two parts – southeast and northwest. Hilly mountains and terrains in
    the southeast are at an elevation of over 300 meters, with mountains gradually getting higher and
    river valleys narrower toward the southeast. The terrain in the northwest is gentle so the terrace is
    well-developed, but the river is short and runs rapidly to the sea. The weather in the county is
    greatly influenced by the northeast and southwest monsoons. The northeast monsoon starts at
    the later part of October and ends in March of the following year with strong winds and low
    temperatures. The southeast monsoon starts in May and ends in September with weak winds and
    fine weather. Thunder showers are frequent in the afternoon.
