1. Promulgated by Taoyuan County Government Decree on August 14th, 2008 |

Article 1 |
In order to strengthen its dog management processes, Taoyuan County (hereinafter referred to as “County”) has published the Dog Management Regulations. The published regulations shall be implemented in accordance with the Animal Protection Act to reduce the stray dog population, and to minimize nuisance caused by dogs to the public and environment. |

Article 2 |
The Dog Management Regulations of Taoyuan County Government (hereinafter referred to as the “Government”) allocates the responsibilities for dog management as follows: 1. Pet registration and sterilization: responsible by the County Animal Disease Control (hereinafter referred to as “Disease Control”), who may enlist animal hospitals and local government (township or city) to assist in the implementation. 2. Rabies vaccination: responsible by Disease Control, who may enlist animal hospitals and local government (township or city) to assist in the implementation. 3. Catching stray dogs: responsible by the Council of Agriculture and the Environmental Protection Agency (hereinafter referred to as “EPA”), who may enlist local government (township or city) to assist in the implementation. 4. Stray animal shelter and the processing of strays at the shelter: responsible by Disease Control, who may enlist legally registered non-governmental organizations to assist in the implementation. 5. Dog environmental pollution case: responsible by the EPA, who may enlist local government (township or city) to assist in the implementation. 6. Dog abuse case: responsible by Disease Control, who will enlist the County Police Department (hereinafter referred to as “Police”) to assist in the implementation. 7. Nuisance caused by dogs to the public: responsible by the Police, and if the case falls under the provisions of the Animal Protection Act, the dog shall be confiscated from the owner and transferred to Disease Control. |

Article 3 |
It is the responsibility of every pet dog owner to have their dog registered and vaccinated against rabies:
1. Dogs must be registered and microchipped within four months of birth. A pet registry certificate must be issued. 2. An annual rabies vaccination must be implemented and certificates of vaccination must be issued. 3. Dogs imported from abroad must be registered within one month of import declaration.
The pet registry certificate mentioned in the preceding paragraph shall contain the dog’s characteristics, vaccination records and owner’s name, address, telephone and other details. The owner must ensure that the dog wears the vaccination ID tag and shall immediately apply for re-issue if it becomes damaged or is lost. |

Article 4 |
Owners must pay for the pet dog registration, physical health examination, rabies vaccination, and microchip implant. Registration of sterilized dogs is free. |

Article 5 |
The owner must apply for changes or cancellation to the pet dog registration within one month of the date of change in circumstance as follows:
1. Dog owner’s change of address. 2. Sale of the dog. 3. Death of the dog. If the dog is lost, the owner shall report the dog missing within five days from the date of loss. |

Article 6 |
Dogs found wandering around in public with no owner shall be caught and taken to an animal shelter, and action shall be taken in accordance with the following provisions: 1. Registered owners (with proof of identity) can reclaim their dog within seven days of receipt of the notice. 2. Unregistered dogs, overdue registration dogs, or unclaimed dogs shall be handled according to Animal Protection Law regulations after seven days. |

Article 7 |
Dog owners must keep their dog under effective control whenever it is in a public place. The dog must wear a valid rabies vaccination ID tag. The dog owner is responsible for cleaning up after their dog if it defecates or urinates in public. |

Article 8 |
If a dog bites someone, the owner must take the victim to hospital and the dog to an animal hospital, with all medical fees to be paid for by the owner. Should the animal hospital examination determine that the dog is infected with rabies, the animal hospital shall immediately notify Disease Control. |

Article 9 |
Government animal protection inspectors may enter the place of dog competitions, breeding, trading, foster care, training, animal science applications and any other place to investigate into, and ban the activities in violation of the Articles in this regulation. The investigation and ban may not be evaded, refused or obstructed. The inspector/s on duty shall produce proof of identity. When necessary, the police may be called upon to assist. |

Article 10 |
Owners violating the provisions of Article VIII (i.e. the dog was not immediately taken to an animal hospital for inspection) shall be fined NT$2,000 to NT$10,000. |

Article 11 |
Breeding or selling dogs for profit in violation of the provisions of Articles III or V, shall be fined NT$5,000 to NT$30,000. If required improvements are not satisfactorily completed by the deadline, the business shall be fined repeatedly according to the frequency of violation. |

Article 12 |
The fines imposed in accordance with this regulation shall be paid within a time limit. The case shall be transferred to the court for compulsory execution if the fines are overdue. |

Article 13 |
The Self-governance articles shall take effect upon the date of promulgation. |
